Last week, 21-22 November 2018, the 24th MARS conference has been held in Dubrovnik, Croatia. Main themes were those related to CAP 2020+ that will envisage the introduction of the satellite monitoring approach, but also the new governance that provides more autonomy to Member States through the National Strategic Plan to be prepared by each of them and that will include all interventions and monitoring/control/payment mechanisms of CAP subsidies. Italy has been the only country to formally commit to use monitoring for direct payments in one Italian province (Foggia in Apulia), with a positive remark by DG AGRI and the JRC. Malta presented a pilot project developed with ABACO that had two objectives: – Survey the actual agricultural activity using satellite images, i.e. the mandatory condition to benefit of CAP direct payments; – Verify on a voluntary coupled scheme the actual cultivation of tomatoes including the use of geotagged photos (SITI Land AR); As remarked by the EU Commission, this is currently the only project integrating the monitoring tools inside the IACS and specifically in the claim processing workflow.
